CYPRUS LOCKDOWN- WHAT IT MEANS AND HOW IT WORKS. ΑΚΟΛΟΥΘΕΙ ΤΟ ΚΕΙΜΕΝΟ ΣΤΑ ΕΛΛΗΝΙΚΑ

On Monday, 23rd March 2020, the President of the Republic of Cyprus, Mr. Nicos Anastasiades, announced to the public, further measures to combat the spread of the coronavirus, with Cyprus going under a three-week lockdown as from 6pm, 24th March 2020 until 13th April 2020.

He stressed the necessity of this as, despite the current measures, there is “lack of self-respect, of responsibility and solidarity towards our fellow citizens”, with “attitudes that expose the population overall, in lethal danger” (https://www.pio.gov.cy/coronavirus/en/press/23032020_13.pdf).

As such, with the incidents recorded thus far – a reported 124 cases of coronavirus and 3 deaths, as of 24th March 2020 – and the consultation with scientific advisors, the inter-ministerial Committee which met on Monday, 23rd March 2020, under his Presidency, it was decided to authorise the Minister of Health to publish a Decree with certain measures (https://www.philenews.com/koinonia/eidiseis/article/902819/live-koronoios-oi-exelixeis-en-meso-ischyron-metron) (https://www.pio.gov.cy/coronavirus/diat/10.pdf).

As of 6pm, 24th March 2020 until 13th April 2020, there will be a ban on unnecessary movement. Exceptions to this, include transfer to and from the workplace; transfer for the purposes of supplies of basic necessities from businesses or shops whose operation is allowed and given that shipping is not possible; visit to doctor or transit to a pharmacy; visit to a bank if electronic transactions are not possible; transit with the purpose to aid fellow citizens who cannot look after themselves or to groups of people who must be protected, or who are in self-isolation and/or in premises of compulsory isolation (quarantine); first and second degree relatives going to ceremonies, such as funerals, weddings and christenings, not exceeding ten people; and transit for physical exercise or for the needs of a pet, provided they are not more than two people and they remain limited in areas adjacent to their residence (https://www.pio.gov.cy/coronavirus/en/press/23032020_13.pdf).

It should be noted that as per the Circular, dated 24th March 2020, by the Ministry of Finance, under all circumstances, all persons moving about must carry identification and additional proof as to the purpose of their movement, as stated in the exceptions above. This additional proof includes the two below mentioned forms or a reply SMS message approving the movement, as mentioned below (http://mof.gov.cy/assets/modules/wnp/articles/202003/609/docs/egkyklios_ar_1610.pdf).

The first form relates to confirmation of employee movement, that will also be completed by the employer. This form also applies for the self-employed (https://www.covid19.cy/forms/ΒΕΒΑΙΩΣΗ-ΚΥΚΛΟΦΟΡΙΑΣ-ΕΡΓΑΖΟΜΕΝΟΥ.pdf).

The second form is entitled “Declaration of Citizen Movement By Exception”, which will be completed by each citizen and will cover the exceptions mentioned. As an alternative to the latter form, an SMS can be sent to 8998, for free. In the SMS message, one will insert the number corresponding to the purpose of movement, along with his/ her ID or Passport Number, and the postcode of his/ her residence. The individual will have three hours of movement for the purpose in which he/ she stated, from the time he receives a reply SMS, approving his/ her request (https://www.covid19.cy/forms/ΔΗΛΩΣΗ-ΚΑΤ-ΕΞΑΙΡΕΣΗ-ΜΕΤΑΚΙΝΗΣΗΣ-ΠΟΛΙΤΩΝ.pdf).

The system will operate through the forms or by sending a message informing the system where each citizen is going. At the first level, it will allow for all movements. In turn, and according to the information received, the system will be able to process the number and frequency of such movements and will judge whether they are reasonable or in violation of the existing law.

Additionally, and for the same period mentioned above, certain places will also be closed. These include parks, playgrounds, open-air sport spaces, and public gathering areas, such as squares, dams, excursion sites, beaches, marinas.

Further measures encompass suspension on operations of all retailers, except from the businesses that are included in a relevant Decree, by the Minister of Health  (https://www.pio.gov.cy/coronavirus/diat/10.pdf).

These exceptions apply to businesses and workshops for medical equipment, such as wheelchairs, orthopedic products, medical, industrial gas and machinery, optical companies, and hearing-aid companies. Also, car and motorcycle dealers, tyre dealers, bicycle sales and repair companies, launderettes, courier services, pet shops and the telecommunications service providers, to the extent that relates to payment services, account renewal, repair and replacement of mobile devices, are exempted.

Businesses that sell pesticides and fertilisers, material and equipment, car sales, funeral homes, nurseries and florists are also exempt. It notes that the above businesses, if they prefer, can provide online or delivery sales. In addition, those businesses that are open according to the decree, must comply with the crowd ban within stores, that is, one person per eight squares meters.

Businesses that can remain open are all food and beverage retailers (supermarkets, grocery stores, butchers, fish markets, bakeries, pastry shops, fruit markets, cellars), pharmacies and food and beverage service providers (restaurants, cafes, coffee shops, bars), which can offer delivery services and quick service from the window (drive through), gas stations, kiosks and mini markets. It is also prohibited for citizens to attend places of religious worship, such as churches, mosques and other places for prayer, as well as the custom of “lighting a bonfire” will be prohibited, with immediate removal of timber or other materials already assembled for this purpose. It is important to note that in addition to any other criminal liability to offenders, an extrajudicial penalty of EUR 150 will be imposed.

On parallel lines, and in order to support the effort for the prevention and strengthening of the health system, additional actions have been decided. These encapsulate molecular testing for the detection of coronavirus being extended to Clinical, Biomedical or University Laboratories. It has also been decided to utilise fourth- or sixth-year medical school graduates from Cyprus universities as well nursing school graduates, as part of their practical training. There will also be an increase in the number of public health clinics in all cities, for a more effective prevention and treatment.

In addition to the above measures, the President of the Republic of Cyprus intensely professed to the public, “Stay at home, in your shelters, and we shall get through this”.

Τη Δευτέρα 23 Μαρτίου 2020, ο Πρόεδρος της Κυπριακής Δημοκρατίας κ. Νίκος Αναστασιάδης ανακοίνωσε περαιτέρω μέτρα για την καταπολέμηση της εξάπλωσης του κορονοϊού, καθώς ο πληθυσμός θα τεθεί υπό καθεστώς μερικής απογόρευσης κυκλοφορίας (lockdown) για περίοδο τριών εβδομάδων από τις 6μ.μ. στις 24 Μαρτίου 2020 μέχρι τις 13 Απριλίου 2020.

Ο Πρόεδρος τόνισε ότι παρά τα σημερινά μέτρα, υπάρχει “έλλειψη αυτοσεβασμού, υπευθυνότητας και αλληλεγγύης προς τους συμπολίτες μας”, με “συμπεριφορές που εκθέτουν τον πληθυσμό συνολικά, σε θανατηφόρο κίνδυνο”.

Ως εκ τούτου, με τα μέχρι σήμερα καταγεγραμμένα περιστατικά – 124 επιβεβαιωμένα κρούσματα κορονοϊού και 3 θανάτους και κατόπιν διαβούλευσης με τους επιστημονικούς συμβούλους – ο Υπουργός Υγείας δημοσίευσε διάταγμα με ορισμένα μέτρα. Από τις 6 μ.μ., στις 24 Μαρτίου 2020 μέχρι τις 13 Απριλίου 2020, απαγορεύονται οι αχρείαστες μετακινήσεις. Εξαιρέσεις σε αυτό περιλαμβάνουν τη μεταφορά προς και από τον χώρο εργασίας, μεταφορά με σκοπό την προμήθεια βασικών αναγκών από επιχειρήσεις ή καταστήματα των οποίων η λειτουργία επιτρέπεται και δεδομένου ότι η κατοίκων παράδοση δεν είναι δυνατή. Επίσκεψη στο γιατρό ή διέλευση σε φαρμακείο. Επίσκεψη σε τράπεζα, εάν οι ηλεκτρονικές συναλλαγές δεν είναι δυνατές. Διακίνηση με σκοπό να βοηθηθούν οι συμπολίτες, που δεν μπορούν να φροντίσουν τον εαυτό τους, ή σε ομάδες ατόμων που πρέπει να προστατευθούν, ή σε ανθρώπους που βρίσκονται σε αυτοαπεριορισμό ή / και σε εγκαταστάσεις υποχρεωτικής απομόνωσης (καραντίνα). Εξαιρούνται επίσης, πρώτου και δεύτερου βαθμού συγγενείς οι οποίοι θα συμμετάσχουν σε τελετές, όπως κηδείες, γάμους και βαφτίσια, και δεν θα υπερβαίνουν τα δέκα άτομα. Επίσης πολίτες μπορούν να βγαίνουν για σωματική άσκηση ή για ανάγκες ενός κατοικίδιου ζώου, υπό την προϋπόθεση ότι δεν υπερβαίνουν τα δύο άτομα και παραμένουν περιορισμένοι σε περιοχές δίπλα στην κατοικία τους. Πρέπει να σημειωθεί ότι σύμφωνα με την Εγκύκλιο του Υπουργείου Οικονομικών, της 24ης Μαρτίου 2020, σε κάθε περίπτωση τα πρόσωπα που μετακινούνται πρέπει να φέρουν ταυτότητα ή διαβατήριο και απόδειξη ως προς τον σκοπό της μετακίνησής τους. Για την εξασφάλιση αυτής της επιπλέον απόδειξης χρειάζεται μια εγκεκριμένη αίτηση (μπορείτε να τη βρείτε στο ακόλουθο link) ή να έχετε απαντητικό από τις αρχές SMS, όπως διευκριζεται στην εγκύκλιο (http://mof.gov.cy/assets/modules/wnp/articles/202003/609/docs/egkyklios_ar_1610.pdf).

Το πρώτο έντυπο αφορά την επιβεβαίωση της κίνησης των εργαζομένων, η οποία θα υπογραφεί από τον εργοδότη. Η αίτηση συμπληρώνεται και υπογράφεται επίσης από ελεύθερους επαγγελματίες (https://www.covid19.cy/forms/ΒΕΒΑΙΩΣΗ-ΚΥΚΛΟΦΟΡΙΑΣ-ΕΡΓΑΖΟΜΕΝΟΥ.pdf).

Το δεύτερο έντυπο φέρει τη φράση “Βεβαίωση κατ’ Εξαίρεσην Μετακίνησης Πολίτων “, το οποίο θα συμπληρώνεται από κάθε πολίτη και θα καλύπτει τις εξαιρέσεις που αναφέρονται. Ως εναλλακτική λύση στη δεύτερη μορφή, ένα δωρεάν SMS μπορεί να σταλεί στο 8998. Στο μήνυμα θα πρέπει να αναφέρεται ο αριθμός που αντιστοιχεί στον σκοπό της κίνησης, όπως αναφέρεται στο διάταγμα, η ταυτότητα ή το διαβατήριο του πολίτη καθώς και ο ταχυδρομικός κώδικας της οικίας του. Ο πολίτης θα έχει τρεις ώρες κυκλοφορίας για να εκπληρώσει το σκοπό που δήλωσε, υπό την προϋπόθεση ότι θα λάβει SMS έγκρισης στο αίτημά του από τις αρμόδιες αρχές.https://www.covid19.cy/forms/ΔΗΛΩΣΗ-ΚΑΤ-ΕΞΑΙΡΕΣΗ-ΜΕΤΑΚΙΝΗΣΗΣ-ΠΟΛΙΤΩΝ.pdf).

Το σύστημα θα λειτουργήσει μέσω των εντύπων, ή με την αποστολή του SMS που θα ενημερώνει το σύστημα για το που πηγαίνει ο κάθε πολίτης. Το σύστημα διαθέτει έξυπνο λογισμικό, που θα κρίνει και θα παράσχει τις απαραίτητες εγκρίσεις.

Στο πρώτο επίπεδο, θα επιτρέψει όλες τις κινήσεις. Με τη σειρά και σύμφωνα με τις πληροφορίες που λαμβάνει, το σύστημα θα είναι σε θέση να επεξεργάζεται τον αριθμό και τη συχνότητα αυτών των κινήσεων και θα κρίνει κατά πόσο είναι εύλογες ή παραβαίνει το ισχύον διάταγμα.

Επιπλέον, και για την ίδια περίοδο που αναφέρεται παραπάνω, ορισμένοι χώροι θα κλείσουν. Περιλαμβάνουν πάρκα, παιδικές χαρές, υπαίθριους αθλητικούς χώρους και δημόσιους χώρους συγκέντρωσης, φράγματα, εκδρομικούς χώρες, παραλίες, μαρίνες.

Περαιτέρω μέτρα περιλαμβάνουν αναστολή λειτουργίας όλων των επιχειρήσεων λιανικής πώλησης, εκτός απ’ όσες περιλαμβάνονται στο διάταγμα του Υπουργού Υγείας.

Αυτές οι εξαιρέσεις ισχύουν για επιχειρήσεις και εργαστήρια που παράγουν ιατρικό εξοπλισμό, όπως αναπηρικά καροτσάκια, ορθοπεδικά προϊόντα, μηχανήματα, καθώς και εταιρείες πώλησης οπτικών ειδών και βοηθημάτων ακοής. Επίσης, εξαιρούνται οι αντιπρόσωποι αυτοκινήτων και μοτοσικλετών, οι αντιπρόσωποι ελαστικών, οι εταιρείες πωλήσεων και επισκευής ποδηλάτων, τα καθαριστήρια, οι υπηρεσίες ταχυμεταφορών, τα καταστήματα κατοικίδιων ζώων και οι παρόχοι τηλεπικοινωνιακών υπηρεσιών, στο βαθμό που αφορά τις υπηρεσίες πληρωμών, την ανανέωση του λογαριασμού, την επισκευή και αντικατάσταση κινητών συσκευών.

Επιχειρήσεις που πωλούν φυτοφάρμακα και λιπάσματα, υλικό και εξοπλισμό, πωλήσεις αυτοκινήτων, κηδεία, φυτώρια και ανθοπωλεία είναι επίσης απαλλαγμένες.

Σημειώνεται ότι οι παραπάνω επιχειρήσεις, αν προτιμούν, μπορούν να παρέχουν διαδικτυακές πωλήσεις ή πωλήσεις παράδοσης.

Επιπλέον, οι επιχειρήσεις που είναι ανοιχτές σύμφωνα με το διάταγμα, πρέπει να συμμορφώνονται με την τήρηση αποστάσεων εντός των καταστημάτων, με κάθε άτομοα να διαθέτει οκτώ τετραγωνικά μέτρα.

Οι επιχειρήσεις που μπορούν να παραμείνουν ανοιχτές είναι όλοι οι λιανοπωλητές τροφίμων και ποτών (υπεραγορές, παντοπωλεία, κρεοπωλεία, αγορές ψαριών, αρτοποιεία, ζαχαροπλαστεία, αγορές φρούτων, κελάρια), φαρμακεία και παροχείς υπηρεσιών τροφίμων και ποτών, τα οποία μπορούν να προσφέρουν υπηρεσίες παράδοσης και γρήγορη εξυπηρέτηση από το παράθυρο,(drive through), βενζινάδικα, περίπτερα και μίνι μάρκετ. Τα κλινικά εργαστήρια και τα πλυντήρια αυτοκινήτων μπορούν επίσης να λειτουργούν(https://cyprus-mail.com/2020/03/24/coronavirus-new-decree-lays-out-which-retailers-exempt-from-closure/).

Απαγορεύεται στους πολίτες να πηγαίνουν σε χώρους θρησκευτικής λατρείας, όπως εκκλησίες, τζαμιά και άλλα μέρη για προσευχή, ενώ απαγορεύεται και το έθιμο «λαμπρατζιάς». Είναι σημαντικό να σημειωθεί ότι, εκτός την όποια ποινική ευθύνη, στους παραβάτες θα επιβληθεί εξωδικαστική ποινή ύψους 150 ευρώ.
